Illinois Fair Tax Amendment
Ralph Martire, Keynote Speaker
In advance of the November 2020 ballot question
facing Illinois citizens, Ralph Martire will explore Governor J.B. Pritzker’s
proposal to amend the Illinois State Constitution. Voters will decide whether
to replace the current flat tax with a graduated state income tax. If the
ballot measure passes, Illinois will join 32 other states with a graduated
income tax, with different tax rates applied to different individuals. Professor Martire will present his analysis
of implications of the Fair Tax for income inequality, the Illinois economy,
Illinois perilous fiscal condition and the future of State funding to higher
education. Question and answers session
will provide a chance to further examine the debate over the proposed
Constitutional amendment.
Ralph
Martire is executive director of the Center for Tax and Budget Accountability
(“CTBA”), a bipartisan 501(c)(3) think tank committed to ensuring that state,
federal and local workforce, education, fiscal, economic and budget policies
are fair and just, and promote opportunity for all, regardless of race,
ethnicity or income class. He is also the Rubloff Professor of Public Policy at
Roosevelt University.
